Asean Peer Learning On Post-Graduation Governance & Social Contracting With Cambodian Delegation

The Ministry of Finance (MoF) welcomed a delegation from Cambodia led by His Excellency Tep Phyorith, Secretary General of the General Secretariat, Ministry of Education, Youth and Sport. The delegation comprised senior officials from the Ministry of Economy and Finance, Ministry of Public Works and Transport, and Ministry of Interior, as part of the ASEAN Peer Learning on Post-Graduation Governance and Social Contracting organised by The Asia Foundation.

The engagement provided a platform for the exchange of ASEAN and regional experiences in public service delivery, public procurement and social service financing, while offering practical insights into the design, implementation and accountability of social contracting arrangements. It also sought to generate comparative lessons to support Cambodia’s ongoing efforts to strengthen its legal and institutional framework for social contracting and sustainable service delivery.

Discussions covered public funding mechanisms, budget allocation and disbursement, accountability and reporting requirements, as well as performance standards, followed by a question-and-answer session. The Cambodian delegation also sought further clarification and exchanged views on practical implementation experiences and challenges related to government financing and contracting with civil society organisations (CSOs) and non-governmental organisations (NGOs).

The session was attended by representatives from the National Budget Office (NBO), Fiscal and Economics Division (FED), Tax Division (TAX), Government Procurement Division (GPD), and the Ministry of Foreign Affairs.

The engagement further strengthened Malaysia–Cambodia cooperation and ASEAN peer learning in public sector reform, social contracting, and the delivery of effective and sustainable public services.
