YBhg. Dato’ Zamzuri Abdul Aziz, Deputy Secretary General of Treasury (Policy), had the opportunity to meet with Mr. Baolin Qiu, Acting Mayor of Dalian, on the sidelines of the 4th ASEAN+3 Task Force Meeting on 29 October 2025. The discussion focused on exploring potential areas of collaboration between Malaysia and Dalian namely:

  1. Tourism & Connectivity
    MoF welcomed tourists from Dalian in conjunction with Visit Malaysia Year 2026 and proposed exploring the establishment of direct or charter flight routes between Kuala Lumpur and Dalian to enhance tourism links.

  2. Maritime Industry
    Dalian was identified as a potential strategic partner for cooperation in port infrastructure development, shipyard investment and maritime logistics services.

  3. Halal Industry
    MoF encouraged Dalian’s food industry players to consider establishing halal-certified production facilities in Malaysia, leveraging Malaysia’s expertise and international recognition in halal certification to expand into ASEAN and Middle Eastern markets.

The meeting underscores Malaysia’s commitment to strengthening bilateral economic and investment cooperation with key regional partners such as Dalian.

Further discussion was held on 31 October 2025 with Mr. Wang Ziqiao, Deputy Director General of Dalian Municipal Bureau of Finance, Mr. Wang Yu, Deputy General Manager of Dalian International Airport Group, Mr. Li Guangyao, Head of Department Ethnics Affairs, National and Religious Affairs Bureau of Dalian City and Mr. Fan Junchi, Dalian Foreign Affairs Office. The discussion focused on enhancing air connectivity between Malaysia and Dalian including efforts to reactivate direct flights to boost tourism, trade, and investment. The Dalian delegation also expressed interest in strengthening cooperation in halal industry development and enterprise collaboration. Both sides reaffirmed their commitment to fostering closer economic ties and people-to-people connections.
